are you able to change the port with the Windows installer? We have a 
report that this setting is not honoured for 2.9.1:
https://osgeo-org.atlassian.net/browse/GEOS-7677

The setting works for 2.8.4 and 2.8.5. See the Jira issue for discussion 
and a workaround.
