We do not want to trust the exe generated, because the build server has
been compromised by malware.
Short term:
1. I am working with OSGeo to "rekey" the cert as we speak.
2. Next Larry is going are going to build the exe by hand so we have
something for 2.11.0 release.
3. Next we will repackage prior signed releases (this should go quick as
the components to package are all on ares).
Long term we are reviewing how the QGIS builds work, using a vagrant script
to run a AWS instance for packaging/signing (and then destroy the instance
when complete).
