A similar issue appears to have affected the 2.11.0 release build as well:
http://ares.boundlessgeo.com/jenkins/view/release/job/geoserver-release-
publish/80/console
Looking at the build logs, it seems 2.11-SNAPSHOT got pushed to
repo.boundlessgeo.com instead of 2.11.0, meaning there are no 2.11.0
artifacts available for maven.
Looking at the 2.11.0 tag
<https://github.com/geoserver/geoserver/releases/tag/2.11.0>, it looks like
the section of the build that was supposed to update the version never ran,
or failed in some way.
