Turns out this was unrelated to the other issue with unexpected artifacts
showing 2.11-SNAPSHOT

Short version: The 2.11.0 build failed due to a connection error with one
of the downstream servers, meaning the proper version did not get
commited/tagged, and leading to the wrong version being published to maven.
This is now fixed.

Longer version:
The 2.11.0 geoserver-release build failed, but still produced valid
artifacts (examining these artifacts shows the correct version).

These artifacts were not pushed to maven; instead a 2.11-SNAPSHOT was.

I have manually pushed the correct artifacts to maven, and updated the tag
on geoserver.

The geogig community artifact did not get deployed, because it depends on
some SNAPSHOT of the geogig project. There is not much we can do about
this, since the geogig project does not use proper versioning.

I will be commiting a fix to the build_release.sh script so that even if a
similar issue with the downstream servers occur in the future, the correct
version updates will still get tagged and commited.
