I had a quick look at the proposal and I cannot really wrap my head around
it, honestly as
I read it it seems hacky but instinctively I blame the way it's presented
instead of the substance.

Could you for example show a step by step of it would be used referring
only core concepts/functionality
(mapbox is not even an extension), like, how does one define a multi-layer
SLD and then make it into a group
with the current UI?
And then again, using the REST API?
