Hi, Several things here, first the variable to define the GeoServer data directory [1] location is: GEOSERVER_DATA_DIR and not GEOSERVER_CONFIG_DIR.
There is several possibilities to cluster GeoServer [2] [3], it seems to me that you trying to mix two incompatible approaches: shared data directory between all instances and the JMS (active) clustering. To use the JMS (active) clustering approach each GeoServer instance needs to use its own GeoServer data directory. If your network supports multicast than you are good, otherwise you will need to setup an ActiveMQ instance and configure the clustering module to use it. I'm not sure what you mean by "/But at the end I have only the same instance opening./" Each GeoServer instance will need to be running on different host or on a different port if running on the same host.
