That seems sensible and will likely improve the quality of Jira issues, not to mention getting users help more quickly.

We are getting a number of these reports on severely outdated versions of
GeoServer,
or related to user errors, or causing duplicated reports, or just missing
the necessary context
to do anything about it (e..g, they are often poor report)

I would like to propose switching that message to invite users report on
the user list
instead, where more people can follow up with them, get the information
actually needed
to address them, and perform a minimum of vetting before a report is opened.
