quick follow up, I just tried removing nillable and then was met with this
error by CITE tests:


java.lang.AssertionError: Unable to test required capability:
PropertyIsNil. No feature type for which instances exist has nillable
properties.

Hmm... given CITE tests for WFS 2.0 do not need a specific dataset I'm not
sure that's a valid failure, but ok, I'll inquire with OGC
