Hi,
those files are part of the sources, many years ago there was no convention
to put them in src/test/resources
and we adapted the maven build files to allow certain types of file to site
among the sources instead (GeoServer
was not always built with maven).
So, those particular files can be found among the sources:
https://github.com/geoserver/geoserver/tree/master/src/main/src/test/java/org/geoserver/data/test
Code written in more recent times also has resource files in
src/test/resources though, remember to check both
places.
