A short term release of JaiTools with newer JTS is ok imho, but you'll have to figure out how to release the thing onto some maven repo (does not need to be central), I personally have no clue how releases were done before.

    JTS+GeoTools work this Friday and all next week.  If we reach a
    consensus, I'd be happy to run down some of this background legwork.
