Hi, that's a strange error, I never saw it, looks like the IDE is not able to access: http://www.oracle.com/webfolder/technetwork/jsc/dtd/web-app_2_3.dtd If you try to access the URL above whit your browser does it works ? It should. Are you behind a proxy ?
