Sorry that I didn't get a chance to look at this yesterday. I've taken a look at the instance today, and it looks like there may have somehow been two jenkins agents running on the first node. I've restarted jenkins on that node, and things appear to be running more smoothly.
Also, the issue with the cite wcs-1.0 job running for a ~11 hours still hasn't been resolved, so that is likely causing jobs to back up, which in turn is likely causing jenkins to be a little overloaded. I've temporarily disabled *2.15-cite-wcs-1.0* and *cite-wcs-1.0*, so that should at least stop large backlogs from forming. If the problem comes up again, please let me know.
