HI François, you don't need commit access to propose changes to GeoServer, the (appreciated) pull requests will be merged by someone that has commit access once it is matching the contribution requirements. Reviews of PRs are made on a volunteer basis, so that takes a bit of patience.
We recently added (right after your PR) a PR template <https://github.com/geoserver/geoserver/blob/master/.github/PULL_REQUEST_TEMPLATE.md> that lists in a succinct way the requirements, they were already part of the the contribution guidelines, but that's a longer read that few look at. Long story short, the quicker all PR requirements are met, the sooner the PR will be merged (but again, I'm stressing this, there is not expected ETA because nobody is given working hours to review PRs).
