Based on the comments here <https://trac.osgeo.org/osgeo/ticket/1931>,
looks like this was done by adding the public key of the build server to
the authorized_files of the geotools.org doc server, which is managed by
OSGeo.

So I think I need to create a key for the build slaves first, and then send
that to OSGeo so they can authorize it. I'll try and get this set up on
Monday.
