Okay, I might have fixed this, but I'm still having trouble reproducing the
issue, so I'm not certain (I'd though I'd reproduced it today, but then
found out GeoTools was last built on the 15th, so now I'm not sure).

I *think* the problem was that the copy wasn't overwriting existing files
(but since old files get cleaned up every week, it was eventually getting
replaced by a new one). If this is the issue, it should now be fixed.
I'lll check again in a couple days to see if I can still reproduce the
issue...
