Hi, looks like it is not included in the community release pom.xml and no release descriptor exists for it: https://github.com/geoserver/geoserver/tree/master/src/community/releas e ... hence no ZIP plugin is created. That say, I'm not familiar with that plugin, maybe I'm missing something.
