JDBCConfig import fails when you have a layer that refers to a style that
doesn't exist (any more).
Technically, that means there is a fault in your data directory, however, the
objects that cause the problem should be mentioned in the logs by name so that
the user can fix the issue in his data directory, without needing to use a
debugger to find out what is causing the problem.
