I have a layer with an external raster style graphic, with a size entered in
the UI. The corresponding output from the GetCapabilities document is:

Note that the LegendURL has the correct dimensions, but the provided URL
requests a height/width of 20.
This causes issues with client software requesting an incorrectly formatted
legend.
Potential fixes:
* Remove the Height/width tags from the url
* Add the correct Height/Width tags from the External Legend
