Indeed, GeoNetwork already uses the JSL <http://roeschter.de> for the 64-bit Windows installer. There's not too much code that can be shared when it comes to that part though. It's just a DLL and a minimal configuration file, if I recall correctly. But of course, we can reuse that for GeoServer as well.
The Apache Commons Daemon (ACD) you mentioned that Tomcat seems to be using does not seem to be much more advanced than the JSL, looking at this comparison chart: http://yajsw.sourceforge.net/#mozTocId284533 So if there's a need for a better wrapper than JSL, I believe we really should check out this YAJSW <http://yajsw.sourceforge.net>, as it seems the most robust (it basically is a re-implementation of the Tanuki wrapper). At least both GeoNetwork *and* GeoServer would be able to profit from it now.
