I think I volunteer for osgeo id stuff, let me go and make sure you have access....
It has been done before, but not by us - we can ask the gdal or postgis group for pointers if we need to. It is a nexus repository if that helps.... (looks to be possible with maven https://dzone.com/articles/how-to-publish-docker-images-on-private-nexus-repo ).
