For GeoWebCache, from what I recall, updating the documentation is a manual step that is done as part of the release process. However, the documentation on doing so seems to have disappeared <https://github.com/GeoWebCache/geowebcache/blob/master/geowebcache/release/RELEASE_GUIDE.txt>. It should still be possible to update the docs - as far as I know, they are stored on the same system as the GeoServer documentation, which is still getting updated regularly (but has the advantage of being an automatic process), but if no one is actually doing it then it's not going to happen.
