I don't know GWC enough to prepare a plan for a seamless upgrade path though (and my scope is currently limited to adding the standard gridsets). People upgrading old data dirs should get a GeoServer that runs as usual. About not having 900913 at all, not 100% sure, I'd need some feedback about assumptions that might be lying out there...
