Even by enabling the "Strict CITE compliance" option, the GeoServer WMS is not
able to pass the INSPIRE validation (
https://inspire.ec.europa.eu/validator/test-selection/index.html ).
Even with an ideal configuration, the validation fails with the error "
at50-getmap-version-parameter (
https://github.com/inspire-eu-validation/view-service/blob/review-ats-tg_3.11/iso-19128/at50-getmap-version-parameter.md
) ":
1. INSPIRE tries to call the getcapabilities without the "version" parameter
2. The GeoServer WMS service, if it is called without the "version" parameter,
forces by default 1.3.0
3. For INSPIRE this is an error, because it doesn't get an exception.
If the option "Strict CITE compliance" is enabled, the service should behave as
required by INSPIRE.
