I have gained control of the GeoServer build on readthedocs.org ( https://readthedocs.org/projects/geoserver/) as I was fed up with keep being directed to version 2.10 of the manual. I'm working on getting the latest, stable and maintenance builds to work. If anyone else has an account on readthedocs (or creates one) let me know and I'll add you to the project.
