Wicket supports UTF-8 encoded property files when they have a ".utf8.properties" extension (which I believe we use already for Chinese). If we want to have translation resources all in UTF-8, then they _must_ change extension, a ".properties" file encoded in UTF-8 is not going to be read correctly (they _must_ be in ISO-8859-1).
