Bug reported on GeoServer 2.18.6 in GeOrchestra SDI.
Bug reproduce with standalone official docker image 2.18 and 2.20 to avoid any
settings due to complex SDI configuration.

I encouter an issue with GeoTIFF (COG) publish as regular GeoTIFF without COG
module (no S3 or http server).
Raster source imagery is in SCR as EPSG 2154 and called as WMS
* when call WMS from QGIS as EPSG 2154 : no display issue
* when call WMS from QGIS as EPSG 2154 and as reprojection on the fly to 3857 :
no display issue
* when call WMS from QGIS as EPSG 3857 : offsetting noticed at higth scale
(1:1500 for ex) but not all
* same offsetting notices with MapStore or Mapfishapp (probably due to raster
load in EPSG 3857)
when loading original COG in qgis no issue.
when loading WMS from QGIS Server : no offsetting noticed.
