The GeoServer v2.25.0 release artefacts are available for testing:

Also the docker image (note: 2.25.*x*):
https://docker.osgeo.org/#browse/browse:docker:v2/geoserver/tags/2.25.x has
just been built with GeoTools 31.0 and GWC 1.25.0:
docker.osgeo.org/geoserver:2.25.x

If you have a few minutes, please download them to test them on your dev
system.
