Hi,

I have a peculiar behaviour:

I have an old Windows server on which I have Tomcat 8.5.5 installed as a 
service, with Java 1.8.0_101.

In this, we recently deployed the new geoserver 2.21.2 with its geofence server 
embedded (proper extension for this version installed).

I see that two options of geofence that are set true loose these settings after 
a restart of the tomcat service:
In the Security / Geofence Admin page GUI, the options
Allow remote and inline layers in SLD
and
Use GeoServer roles to get authorizations.

In the data_directory/geofence/geofence_server.properties, I have both
allowRemoteAndInlineLayers=true
useRolesToFilter=true

But the GUI page does not reflect these.

Is there something wrong with my configuration?
