You can cascade the layer through GeoServer and then build a GeoWebCache of
that layer, if you pre-seed it then you will have everything you need when
out to sea - I did a talk about it FOSS4G 2017: Pirate Maps, Experiments
with portable maps on the Raspberry Pi
