You can cascade the layer through GeoServer and then build a GeoWebCache of that layer, if you pre-seed it then you will have everything you need when out to sea - I did a talk about it FOSS4G 2017: Pirate Maps, Experiments with portable maps on the Raspberry Pi <https://www.ianturton.com/talks/pirates-foss4g/index.html> (video <https://vimeo.com/248675454>) on implementing this with a RaspberryPi but it would work with a bigger machine too.
