I checked in with the GeoServer meeting today, and indeed the arrow directions have not been used with projection changes. This kind of work is often done under contract, and this was missed in testing 2.16.3 when the original author was available.
If you wish to peruse this, you are welcome to make a bug report, but please also follow up with developer resources.
