I do not understand the question? How can users access the file?
- Have you uploaded the file to a directory that GeoServer can access? For example the GEOSERVER_DATA_DIR or a shared file system? - Did you check permissions for the user geoserver is running as? For example a "tomcat" user would need permissions to access a shared "gis data" folder... Shapefile and TIFF both require file system access (so the URL is a file reference and there is a "browse" button to help).
