You may not be doing anything wrong, it is hard to know yet. If you have access to the sever the geoserver logs should show more information than "Rendering process failed. Layers: Kunstwerken" - there should be a stack trace that indicates where the failure occurred in the source code which may provide more of a clue.
I do not use GetLegendGraphic much and do not have it memorized: Q: If you do a GetMap with the same filter if any content is returned by that filter? I would assume if no features are available an empty image would be returned rather than an error...
