First and important, this mail is UTF-8 encoded, I hope you can see  
the German special characters within this mail.

Checking your file with
file --mime-encoding fnp_01_utf-8encoded.sld
results in
fnp_01_utf-8encoded.sld: utf-8

Seems to be an utf-8 file.

I opened this sld file with OpenOffice. Openoffice asked me about the  
encoding and I selected UTF-8.

Interestingly, within the text if found
"Sonderbaufl?che"  at one line  and  "Sonderbaufläche" at another  
line. The first shows a question mark instead of the special German  
character, the second one shows the German character correctly.

Summary: You have non UTF-8 encoded chars in an UTF-8 file. As Ben  
pointed out, this could happen using copy/paste. I believe to remember  
that you are developing on Windows and deploying on Ubuntu. This  
constellation has some problems as you see. (Other pitfalls are LF  
instead of CR/LF, case insensitivity of file names in Windows, but not  
in Unix).

For my part, I am developing on Linux to avoid all these problems.  
Anyways, open your "problem" files with openoffice using UTF-8,  
overwrite all "bad" characters and save for further use.
