I have a project on Github for manipulating the GeoServer catalog via
Python: http://github.com/dwins/gsconfig.py
There is also http://trac.gispython.org/lab/wiki/OwsLib, a Python module for
interacting with OWS services, which works fine with GeoServer, in my
experience.
QGIS also supports Python extensions. It is probably the fastest way if you
are looking for a general desktop GIS with some custom operations you can
script in Python. http://www.qgis.org/
