Nope, there is none. Setting up a default palette is a tricky business,
as it's style dependent and a layer can be drawn with multiple styles,
there is a default one, but there are alternate ones published in
the capabilities.

Setting up palettes would be a layer + style -> palette association.
Possible, but requires some work in the GUI, configuration, and
map rendering paths.
