GeoServer can reproject raster data, you may not need to cascade at all.
Cascading WMS is a planned feature for 2.1.x; you can try it out in the
recently released beta (
http://geoserver.org/display/GEOS/GeoServer+2.1-beta1; the styling on the
website is currently a bit out of whack, but the download links are ok).
Right now, you might be able to do what you need by using GeoWebCache (which
is already a WMS client). You'll have to configure it by hand though; see
