Maybe because you want to add a new DataStore which indeed already exists, since you deleted the published Layer only (and not the DataStore entirely). I don't know how to just publish a Layer from a DataStore via REST (when you add a DataStore, the Layer is automatically published), that's way I used to remove the DataStore.
I would be glad to know if there is a way to publish a Layer from a Store in REST, too.
