There's curl for Windows too, http://curl.haxx.se/download.html
From PHP it's a bit more tricky, you can look at the PHP POST example
in the docs and combine it with
http://shivakvs.wordpress.com/2009/02/12/file-upload-php/
It would be a welcome example to add to the documentation if you work
through one.
