GeoServer doesn't currently allow you to disable this behavior for vector
output. (As I understand it, it originated with older versions of Google
Earth where popups were only rendered for point markers.) Here are some
options available to you:
* patch the code (start in
http://svn.codehaus.org/geoserver/branches/2.0.x/src/wms/src/main/java/org/vfny/geoserver/wms/responses/map/kml/KMLMapTransformer.java
)
* add a PointSymbolizer with a transparent PNG graphic to your SLD. This
will replace the default point symbolizer, not add on to it.
* use raster overlay mode, docs at
