Hi,
As a temporary solution you try to cascade Geoserver WMS through Mapserver and
let it generate the 1.3 output for you.

Hi Justin, thanks for getting back to me. Great news to hear that
funding is in place for the short term, sorry to be cheeky but do we have a
definition of 'short term' yet? The first INSPIRE view services need to be up
and running by May, and we'd like as much time as possible to create and test
these services. Of course as all changes to the software should not be a
surprise, it should be entirely possible to for us to develop the services
based on 1.1.1 and then just tweak the configuration to make the service 1.3.0
compatible. This is of course as long as we know the upgrade will occur
comfortably in advance of the May deadline.

Oddly enough an email was sitting in my inbox that states the project
is moving forward. So at this point it seems 100% wms 1.3 will be funded in the
short term.
