Is it possible to edit only Attribute data of already published SHP file via 
Geoserver?
I mean not with tools like qGis, that are desktop based.
 
I need to use free tool to edit attribute data with Web interface of Geoserver.

The way to edit a shapefile through the web is using the WFS-Transactional 
standard.  This is a web interface to perform changes on the underlying data 
format, be it shapefile, postgis, oracle, etc.

GeoServer does not ship with a wfs-t client.  But there are a number of them, 
like uDig, and I think qgis may now support wfs-t.  These are both desktop.  On 
the web there's openlayers, and we've built some geoext components on top 
(which we hope to eventually get in to the geoext library).  See
