Andrea can chime in, but I think that many of the vendor options currently
implemented would not work well with functions evaluated per-feature. Env
is kind of a special case, most functions in SLD are meant to operate on
attributes of the data.
That said, I think the LabelCacheImpl in GeoTools would be the place to
start investigating if you want to add support for functions in
vendoroptions.
