Check Tomcat's logfiles, but also be aware that Ubuntu's default Tomcat 
is crippled. See point 1.4 of [1]. I'm also not sure whether  they've 
created an apparmor profile that restricts filesystem access further, 
I've always installed more recent versions of Tomcat separately.

Is the new directory accessible and writable by the user that is running 
the servlet container?

How are you setting the variable?
