Just noticed this thread, you have a number of options available to you for
translating MasterMap as Chris said.
On the proprietary side you have specialist loaders such as SuperpOSe from
Dotted Eyes (I used to be the Technical Director at Dotted Eyes) or
Snowflake Software's GoLoader; you could also use Safe Software's excellent
spatial ETL tool FME.
On the open software front many people (including a number of our clients at
Astun Technology) have used OGR (http://www.gdal.org/ogr/) successfully and
the next release (1.8) adds support for working with nested elements which
is required in order to get read some of the properties in OS MasterMap such
as text rendering etc.
Once you have your data in a suitable format such as PostGIS you will need
SLDs to style the data which may be a bigger job than the translation if you
start from scratch and want high quality cartography. I've worked on
creating SLDs before when I was with Dotted Eyes, these are shipped with the
SuperpOSe product but I'm not aware of them being released more generally.
As Chris said the OS serve OS MasterMap via GeoServer so it may be worth
enquiring if they are willing to release their work.
