Probably there is one (or more) polygon boundary intersecting itself, this can be solved by adding a node at the intersection(s). To sum it up: since your data seem to be "dirty", you should clean them up using a GIS tool (I would use PostGIS with QuantumGIS) before showing them using GeoServer.
