What you put in content.ftl depends on what will be consuming your service. 
I.e. if you have a client that will be using GeoExt you can even use some 
GeoExt, say in a onclick handler for an anchor. That said, by far the most 
usable service response would be to use plain HTML (aside from freemarker tags) 
inside of your freemarker template. That is, if your service might be consumed 
by a variety of consumers.

I've never heard of using PHP inside if your template before either, it would 
be a pretty tricky set up to get that working I'm thinking.
