Fully agree, I also find this quite annoying, I'd prefer to have the popup show checkboxes for all the layers and let me cherry pick the ones I want, or have the layer list sitting below the selected one and have the clicked layers be added to the group list on click (drag and drop would be awesome too, not sure we have the machinery to support that though) Ah, too many things to do, so few time... the source code is there, there are a lot of users, hopefully someone with enough time and skills will show up and make the improvement.
