So you have two arcsde managed databases in postgres, sde and geodata,
right?
Unfortunately the arcsde exception message doesn't say much. Are you
certain you can connect to the geodata database with the user you're
trying to connect with? like in you can connect to that database from
ArcGIS desktop?

I never tried connection to a PGSQL backed arcsde to another database
than the default one, and don't have such an instance right now to test
with.

I may be able to set up one in the near future, but so far it's gonna be
useful if you can provide as much information about your set up as you
can, like sde and pg version, sde jars version (should match your sde
version), sde user and permissions on both databases, anything.
