Yes, in fact this is GeoServer's default behavior - as long as the
projection of your data is known and a transformation is defined between the
source and target projections, GeoServer will dynamically reproject your
data as part of the rendering process. All you have to do is include the
SRS=EPSG:4326 (for example) parameter in your GetMap request.
