As far as I know you don't have this type of granularity. Only
ROLE_ADMINISTRATOR has access to all of the secured web ui parts. You can't
authorize access to "data" for instance. The only granularity you get is at
the level of ows services, and at the level of workspaces/layers. But again
this really only applies to ows services that access those resources, not
the ui.
